ISO 8601-1:2019/Amd 1:2022
Date and time — Representations for information interchange — Part 1: Basic rules — Amendment 1: Technical corrections
The published version of ISO 8601-1:2019 contained a number of technical errors introduced by the ISO publication process. ISO/TC 154/WG 5 has alerted ISO/CS about those problems during the publication process, but due to how the process proceeds, WG 5 was not allowed to fix them.
CalConnect therefore proposed Amd 1 to fix these issues.
This amendment achieves the following goals with regards to ISO 8601-1:2019:
-
Corrects technical errors introduced by the ISO publication process in ISO 8601-1:2019.
-
Correction in newly discovered errors in NOTEs and EXAMPLEs.
-
Clarification of representation between time scale unit and instant
-
Definition and usage of "Ending of day" (re-introduction)
Clarifies that the ISO 8601-1 representations are used for representing a time scale unit (with a duration) as well as an instant (with no duration).

ISO 8601:2000 and ISO 8601:2004 provides representations of the following concepts "beginning of day", which is a "representation" of the event of "start of day" Using "00:00:00" "end of day", which is a "representation" of the event of "end of day" Using "24:00:00"
ISO 8601-1:2019 removed the representation of "end of day", Amd 1 reinstates it (in a different way).
ISO 8601:2000 and 2004 provides representations of the following concepts
-
"beginning of day", a "representation" of the "start of day" instant using "00:00:00"
-
"end of day", a "representation" of the "end of day" instant using "24:00:00"
ISO 8601-1:2019 kept "beginning of day" but removed "end of day" (will be explained in a later slide)
German legal system determines that the end of the day != the beginning of the next day e.g., expiry date of 2022-04-05 means until 2022-04-05 24:00:00, not 2022-04-06 00:00:00 Removal of "24:00:00" caused some impact in usage circles (W3C XML, ISO 20022…) Decided to reinstate this concept
