The proposal was propose by Mr. Xiang Wang (SAC), and this proposal have been discussed two times in TC 154 on 1 Dec 2022 and 20 Feb 2023, and also discussed in JTC1/SC31.

The proposal meeting of 20 Feb 2023 and CAG meeting of 9 March 2023 recommended to launch a CIB ballot to register "Rules for 2D Coded Trade Document" as a PWI project led by Mr. Xiang Wang (SAC) with the scope "Rules for the hierarchy of 2D coded trade document repository, interactive operations, and maintenance operations".

After CAG meeting of 9 March 2023, CAG circulated the recommendation to all CAG members for comments by 24 March.
